Referendum passes with agreement from 90% of those who voted

The Northern Rockies Regional Municipality Infrastructure Funding Loan Authorization Referendum has passed in the affirmative with an over 90% positive vote; based on the preliminary results.
On the Referendum question received there were 751 yes votes and only 78 no votes.
The question was: Are you in favour of the Northern Rockies Regional Municipality Bylaw 85, 2013 which, if approved, would authorize the Northern Rockies Regional Municipality to borrow up to Fifty Two Million Five Hundred Seventy Thousand Six Hundred & Ninety dollars ($52,570,690) to fund the following capital projects as a result of increased industrial activity in the region:
Recreation Facility Completion $34,287,700, Residential Lot Development 7,494,040, Airport Upgrades 5,864,330, Town Hall Upgrades 1,062,740, Sewer Master Plan Works Phase 1 3,861,880, for a total of $52,570,690.
Voter turnout was approximately 19.6%. The final determination of the 2013 Infrastructure Funding Loan Authorization Referendum results was made on Monday.  The preliminary results have been upheld at: 751 Yes Votes,78 No Votes.
Total voters: 834 (829 votes counted with 5 votes rejected due to noncompliance)

Total Breakdown of Votes of 829 ballots counted: Yes (751) No (78). Preliminary Results from the Advanced Polls of 351 ballots counted: Yes (324) No (27). Preliminary Results from the Mail-In and Special Ballots, 40 ballots counted:
Yes (28), No(12). Preliminary Results from General Voting Day, of 438 ballots counted: Yes (399) No (39).
