Town Square canopy will get face lift

Jaylene Arnold, Economic Development & Tourism officer has requested Council approve the hiring of two casual, short-term (four to six months) summer research positions for research and grant writing purposes. The request is for $35,000 to be submitted to the Northern Development Trust’s Economic Development Capacity Building Fund. Also, that a budget of $10,000 be pre-approved for a grant writer support. The applications have to be in by March 31st.
A further $5,000 will be available to support activities related to the development of the Northern Rockies/Fort Nelson First Nation regional partnership agreement, and the development of two additional regional investment opportunity profiles (to market timber sales in the Fort Nelson area, as well as multifamily residential property available in the Midtown area). One final collaborative activity to be undertaken that would qualify for funding under the collaboration model would be to roll out the community-based platform in partnership with the Fort Nelson and District Chamber of Commerce to support enrolment, community profile development and uptake overall.
An application will be made to the Northern Development Initiatives Trust grant writer program for $7,500, to which the Northern Rockies must commit to match $2,500 in 2013. The resulting grant writer must be assured 400 hours of employment and apply for a minimum of $200,000 worth of grants during their term. In 2012, both summer interns received the Northern Development Initiatives Trust Grant Writer training (in person and online), and expressed interest in returning should their applications be successful.
Canopy work received two bids
Harvey Woodland, Director of Recreation, has recommended that Bird Construction be given the bid to complete the town square canopy project, including the sloped roof installation and concrete steps option, for the amount of $109,734 under the approved budget be increased from $115,000 to $120,000.
Two proposals were received for this project, one from Bird Construction Group, and one from MSN Construction. Only Bird provided a Certificate of Insurance with the proposal. Engineering fees will be $7,500 for Herold Engineering.
Harvey Woodland said the town square canopy that protects the entrance to the municipal offices in the library and is in need of replacement. Over the past years the supports for the canopy had settled, causing the northwest corner of the canopy to shift and take on water that freezes and thaws.
Hospital district budget $474,400
The Hospital District Act requires that the regional hospital district must adopt an annual budget. This year it includes funding at the 40% level for the building integrity and equipment projects less than $100,000. The Northern Rockies Regional Hospital District’s share is $74,400. This also includes $123,000 for medical services as follows: to be announced amount for physician housing of $63,500, physician housing on Hallmark $9,000, and physician housing at lot 16550 Old Alaska Highway $39,000.
It also includes: medical services advisory committee including monthly meetings hosting gifts, communications and costs associated with visiting physicians and locals $6,500, and air ambulance planning and development $5,000, for a total of $123,000. This will be submitted to Council by Tony Turbide, Director of Finance.
The tax requisition for the hospital district is $474,400, interest and surplus brings this amount to $529,400. The expenditures include $4,000 for scholarships in the names of Dr. Kassa and Dr. Mostert, $10,000 for administration capital and studies, $39,400 and $25,000 for hospital building and maintenance, with a reserve of $111,500 for recruiting, $6,500 for air ambulance planning and development, and $100,000 for Northern Rockies Regional Municipality health clinic feasibility study. Other items include $79,200 for an ultrasound machine.
Road Closure
Renee Jamurat, Planner, has recommended that a bylaw to close south industrial routes be given first and three readings after a public comment meeting on April 8th.
This project involves the administrative clean-up of legal and surveys and related issues within the Fort Nelson town site. It’s been an ongoing project that includes the development of sections of undeveloped road south of the Alaska Highway, and East 55th St., and resolves outstanding rights-of-way for utility easements that require registration and closed portions of undeveloped road through sale to adjacent property owners.
