Council approves $12,000 in grants-in-aid and fee exemptions

Minutes of a Regional Council Meeting January 14th, 2013
Staff Sergeant Tom Roy provided an overview of the calls received in 2012. In total, the Northern Rockies RCMP received 4,774 calls for service in 2012 compared with 4,515 in 2011. It was noted that only 1,815 of these calls were for criminal offences, and often multiple criminal offences stemmed from a single incident.
Roy provided additional clarification on the definitions of certain incidents. It was noted that “disturbance incidents” (such as disturbing the peace) can only occur in public areas.
A discussion was had about the trends in crime.
Roy noted that though 2012 saw an increase in disturbances, thefts and break ins have been steadily decreasing over the past few years. ATV thefts in particular had decreased notably since 2003, due partially to theft awareness campaigns.
It was unanimously carried that the following groups and organisations receive grants from the Grant-in-Aid fund:
Figure 8s Skating club fee exemption of up to $1,000 towards the use of the arena rental and to remove the protective netting for the Figure 8s Skating Carnival.
Fort Nelson Finns fee exemption of up to $1,000 towards pool rentals for Winter Swim Club.
Fort Nelson Playschool  fee exemption of up to $1,000 towards a Community Hall rental for Bingo Fundraisers.
The Canadian Cancer Society  fee exemption of up to $1,000 towards venue/equipment rentals for the 2013 Relay for Life.
Mile 300 Figure Skating Club receive a $1,000 to be used for the club’s year end Skating Carnival.
The Northern Rockies Seniors Society received $1,000 to be used to reduce the costs of the 2013 Fall Frolic Fundraiser.
The Fort Nelson Hospital Foundation received fee exemptions of $750 towards the Recreation Centre Ice Rental for the 2012 HRB Charity Hockey Tournament and $250 towards the rental of the Showmobile and bleachers for the 2012 Charity Bed Race
$7,000 in fee exemptions
The Fort Nelson Community Garden be given $1,000 to be used for garden enhancement.
Northern Rockies Community Arts Council received $1,000 to be used for general operating funds of the council.
The Clothing Give-Away program received fee exemption of up to $1,000 for room rentals at the Recreation Centre for clothing sorting.
The Fort Nelson Cadets received $1,000  to be used for general operating costs of the Cadets program.
The Fort Nelson and District Chamber of Commerce received a fee exemption of up to $1,000 towards Recreation Centre rentals for the 2013 Trade Show.
For a total of $12,000.
• The council reviewed the Fort Nelson First Nation (FNFN) PRV water station proposal, noting that it is the last underground station in the region, which makes it more hazardous for municipal staff to service. It was noted that the proposed project would have the station raised above ground and managed by the municipality. Acting Mayor Eglinski inquired about who would bear the administration costs of the project. Scott Barry said the FNFN would bear all costs, including administrative. It was unanimously agreed that an agreement be concluded with the Fort Nelson First Nation (FNFN) wherein the NRRM will proceed with project management to raise the station above ground, conditional that all financial and other liabilities are born by the FNFN.
• It was resolved “that the Northern Rockies Regional Municipality enter into a Contribution Agreement with Her Majesty the Queen in right of Canada, which provides a $39,452 capital contribution for a Heavy Airside Mobile Equipment (Runway Condition Monitoring System) Project at the Northern Rockies Regional Airport, and that the Northern Rockies Regional Municipality agrees to assume all project costs above the level approved by the Minister….”
• Snow Loads on Recreation Centre Roof
Regional Councillor Doug McKee raised a concern about the snow loads on the Recreation Centre Roof in light of the recent rain adding to the weight of the existing snow. A discussion was had about the need to maintain the roof properly and the negative impacts of walking on and shovelling the roof. Randy McLean committed to follow-up with Recreation Centre Staff and engineers to determine next steps.
• An e-mail poll of councillors approved the Asbestos Abatement program at the Airport maintenance shop and offices, with a budget of $62,000 to be included in the 2013 budget. Opposing the motion were Acting Mayor Kim Eglinski and Regional Councillor Danny Soles.
• A motion from an In-Camera meeting unanimously approved the reimbursement of travel expenses of $3,010 to Dr. Chris Fourie for performing a locum in Fort Nelson August to October 2012.
