Regional Council considered a list of applications for inclusion in the 2013 Discretionary Grant-in-Aid (GIA) function. These grants are made available each year to assist local, non-profit groups with events or programs.
• In accordance with Regional Council’s GIA Policy, individual grants are to a maximum annual amount of $1,000 and not more than one third of the total cost of an event. In total, Regional Council awarded grants to twelve community organisations, up from eight last year.
The Discretionary GIA Policy was adopted by Regional Council in 2010 as a way of applying consistent evaluation criteria to a growing number of GIA Requests being received by Council from Community organisations.
• Regional Council resolved to enter into an agreement with the Fort Nelson First Nation (FNFN) to project manage the raising of the FNFN PRV #1 Water Station above ground, with all financial and other liabilities to be born by the FNFN.
• This project will ensure lower operating costs and safer working conditions in the future.
• The RCMP detachment reports for November and December 2012 were presented to Regional Council. The Northern Rockies RCMP received 4,774 calls for service in 2012, an increase of 5.7% over 2011 call volumes.
Staff Sergeant Roy said thefts in the NRRM were down 18%, and Break and Enters were down 9% in 2012.
• Regional Council issued a certified resolution for entering into a Contribution Agreement with the federal government for the provision of a $39,452 capital contribution to be used in the purchasing of a Runway Condition Monitoring System for use at the Northern Rockies Regional Airport.
The purchasing of this system had been approved in the 2012 NRRM budget, and the funds awarded come from the federal Airports Capital Assistance Program (ACAP) grant.
Regional Council also resolved to award a contract worth $61,000 to Bird Construction for partial Asbestos Abatement at the NRRA
